INFORMATION FOR RESIDENTS
Toulouse-Blagnac Airport is committed to providing a response to the questions of the airports local residents. The main queries concern noise pollution and flight paths, acoustic insulation grants and planning restrictions.
Noise pollution and flight paths

Since September 2002, Toulouse-Blagnac Airport has been equipped with a system for measuring noise and displaying flight paths which is in operation 24 hours a day. This system, fitted with nine fixed and mobile measuring stations, is called Sentinelle.
It enables aircraft noise to be recorded and flight paths to be displayed, allowing local residents complaints to be dealt with effectively.

Acoustic insulation grants

An airports local residents may claim financial aid for the acoustic insulation of their home if:

  • it is located within the area covered by the current Noise Disturbance Plan
  • it was built prior to the Noise Exposure Plan which was in force when the airport buildings were constructed

This aid is financed by the Airport Noise Tax which is charged to airlines for each take-off.

Planning restrictions

The settling of new populations in areas which are or will be affected by aircraft noise pollution is regulated by a town planning document known as the Noise Exposure Plan. This plan regulates the construction of new housing and the levels of acoustic insulation of housing around airports.

Construction of housing is limited in the areas covered by this plan.
Constructions which may exceptionally be permitted must respect a certain level of phonic insulation.

Dialogue

Informing and maintaining a dialogue with local residents, the general public, local authorities and other parties involved in the aviation industry regarding any environmental issues concerning Toulouse-Blagnac Airport has been encouraged over the years.

Dialogue takes place on an ongoing basis, in particular via several joint consultation bodies:

  • The Consultative Commission for the Environment (CCE): consulted for any important questions regarding the effects of airport operation on the environment (three to four times per year)
  • The Standing Committee: prepares the work of the CCE
  • The Consultative Commission for Aid to Local Residents (CCAR): consulted regarding the substance of the Noise Disturbance Plan and the allocation of acoustic insulation grants to local residents (three to four times per year).

These commissions are divided equally between three bodies:

  • Aviation professions (unions, airlines, Airbus, Toulouse-Blagnac Airport administrator),
  • Local authorities (town halls, Departmental and Regional Councils),
  • Associations (the airports local residents, environmental protection).

Moreover, representatives of administrative bodies sit on the commissions (DDE, Southern DAC, DIREN). The commissions are chaired by the Prfet (government representative) of the Haute-Garonne dpartement.

Sustainable development zone

Aroplace is the area devoted to sustainable development at Toulouse-Blagnac Airport. Located at the heart of the airport, it is a friendly and educational zone for informing, raising awareness and communicating (through exhibitions etc.), devoted to the general public (passengers and local residents) and to local partners.

Its aims are:

  • to present the impact of the airports activities on the environment
  • to present the environmental protection initiatives implemented by the airport administrator
  • to create an area for communicating with the general public (passengers and local residents) and those involved in local environmental protection.
